According to the Queensland Government, many hot water heat pumps run on refrigerants that are controlled by the Australian Government. Within this, some of these refrigerants present safety risks due to hydrocarbons (which are highly flammable), and CO2 (high pressure). There are 3 main hot water heat pump configurations in Australia, and all of them require installation by a licensed plumber:

The first two of these systems are self-contained, small charge systems that simply require installation by a licensed plumber. However, split systems require technicians that have the proper skills and training to handle refrigerant.
